The catalog of special equipment shall be formulated by the department in charge of the safety supervision and management of special equipment under the State Council, and shall be implemented upon approval by the State Council. The lift is under the category of hoisting machinery in the special equipment catalogue. Hoisting machinery is described in the special equipment catalog as follows: electromechanical equipment used for vertical lifting or vertical lifting and horizontal moving of heavy objects, the scope of which is defined as lifts with a rated lifting capacity ≥ 0.5t; rated lifting capacity ≥ 1t, and Cranes with a lifting height ≥ 2m and electric hoists with fixed load-bearing forms, etc.

That is to say, the elevator produced by the equipment in the special equipment catalog meets the rated lifting capacity ≥ 0.5t is special equipment. If it is special equipment, according to the provisions of Article 33 of the "Special Equipment Safety Law of the People's Republic of China", the unit using special equipment shall report to the department in charge of special equipment safety supervision and management before the special equipment is put into use or within 30 days after it is put into use.
